Executive Director

Cheryl Flor Domingo is a Registered Social Worker and the visionary behind Tabuk Refuge of Hope International Inc. (TROHI). Raised in a faith-centered home, she grew up in the church where her father served as Founder at Blessed Eternal Hope Church—an influence that shaped her compassion, resilience, and heart for service by expanding her father’s ministry. Together with her husband Pastor Rod from the very start of Refuge Home stood as the foster parent and guardian of the girls. Her vision remains clear: to see every girl rise above her past, restored with strength, dignity, and their identity is found in Christ. Cheryl provides leadership and guidance to staff ensuring they are equipped to support the needs of survivors effectively. She also coordinates with other stakeholders to ensure the shelter programs aligns with gender responsive laws and policies.

Financial Officer/ Missionary

Vienna is a Certified Professional Midwife and missionary. Raised in Canada within a close-knit, faith-centered family, she grew up on a sheep ranch surrounded by relatives—an upbringing that instilled in her a strong sense of community, compassion, and service. Called into mission work at a young age and later drawn to social justice, Vienna’s journey led her to the Philippines during her training. It was there that she developed a deep love for the people and the culture, and over time, embraced a clear calling to return and serve. At Refuge of Hope International, Vienna oversees and strategizes all monthly financial activities ensuring timely and accurate financial data for the shelter. Her heart remains focused on creating a safe, loving space where survivors can find healing, dignity, and hope.

Administrative Officer/ Missionary

Ellora is a Certified Professional Midwife. She completed over two and a half years of midwifery training in Kalinga, Philippines, and finalized her professional training in Austin, Texas. Called by God to women’s ministry and social justice in 2012, Ellora’s time in Kalinga revealed a pressing need: a safe refuge for women and girls facing abuse and trauma. As Administrative Officer, Ellora ensures the shelter’s administrative needs are met through proper management of supplies and equipment and staff development for effective and efficient operation of the shelter. Her prayer and mission remain at the heart of her work: to show women that true comfort and healing can be found in Jesus.

Social Worker

Rona is a licensed social worker whose heart is devoted to transforming lives in residential care settings like Refuge of Hope International Inc. With professional experience supporting vulnerable communities, she plays a vital role in holistic development of the girls by addressing their emotional, psychological and social needs for total healing and restoration. Raised in faith and an active church community as a worship leader for nearly 20 years, Rona’s dedication extends beyond her profession. She brings warmth, encouragement, and a nurturing presence to her work, connecting with residents through shared stories, creativity, and care. Outside of work, she enjoys reading, singing, and cooking—passions that reflect her love for life and people. Rona believes in the potential of every girl to rise above her circumstances. Through a holistic, self-care–focused approach, she empowers residents to rebuild confidence, embrace their worth, and step into a future filled with hope, resilience, and purpose.

House Manager

Maia grew up as a pastor’s daughter, deeply immersed in ministry from an early age. Noticing a lack of intentional mentorship for young people in the church inspired her to pursue studies in Biblical Ministries at Bible college. After graduation, she felt a strong calling to overseas missions and spent three years in Cambodia serving school children in a remote village—an experience that deepened her passion for education, care, and service. In 2020, due to her father’s health concerns and the challenges of the COVID-19 pandemic, Maia returned to Tabuk City. Shortly after, she met the Executive Director of Refuge of Hope International and began serving as a tutor for two weeks before being invited to take on a full-time role as Houseparent in April 2021. Her father passed away in October 2021, strengthening her resolve to dedicate her life to serving others. In this role, Maia oversees the daily life and education of the girls, attends PTCA meetings, and ensures a structured, supportive, and nurturing environment. A trained teacher by profession, Maia combines her educational expertise with her natural gift for mentoring. Her commitment, warmth, and dedication make her an invaluable part of Refuge, guiding each girl to grow, learn, and thrive in a safe and loving home.

Jonalyn L. Taclawan

Houseparent

Jonalyn has been serving as a pastor since 2010 and is actively connected with Youth with A Mission (YWAM), demonstrating a lifelong commitment to ministry and youth development. She spent five years working as a daycare worker in Batong Buhay, Pasil, where she nurtured and guided young children with care and dedication. Seeking to support her family, Jonalyn briefly worked abroad, but her heart led her back home to continue serving her community. In April 2023, she joined Refuge as a relief Houseparent, and her dedication and heart for the girls quickly led to a full-time appointment in January 2024. As a Houseparent, Jonalyn brings unwavering commitment, compassion, and a strong passion for serving the Lord. Her guidance, patience, and nurturing spirit create a safe and loving environment where each girl can grow, heal, and thrive.

Houseparent

Segundina is a dedicated pastor, serving as Senior Pastor at JEIL Presbyterian Church since 2010. She is also actively involved in the Values Formation program for the Province of Kalinga, reflecting her commitment to nurturing character, faith, and leadership in her community. She joined Refuge of Hope International as a Houseparent reliever in the fourth quarter of 2024 and was appointed full-time in July 2025. As a Houseparent, Segundina brings her pastoral experience, guidance, and compassionate care to the daily lives of the girls. Her dedication, wisdom, and nurturing spirit help create a safe, structured, and loving environment where each child can grow, heal, and thrive.

Benedicto has faithfully served as a pastor at Blessed Eternal Hope Church – Ipil for over a decade, bringing years of leadership, integrity, and commitment to his ministry. Even before joiningRefuge of Hope International as a Security Guard, he was actively involved in supporting the organization during its establishment, playing a key role in ensuring its foundation was strong and secure. As Security Guard, Benedicto combines his dedication to serving God with his responsibility for protecting the girls, creating a safe and nurturing environment where they can grow and heal. His vigilance, reliability, and heart for service make him an invaluable part of the Refuge family.

Delfin has faithfully served as a pastor at Blessed Eternal Hope Church – Ballayangon, Pinukpuk for many years, leading with integrity, humility, and unwavering faith. Even before Refuge of Hope International officially opened, he was also part of its story—supporting its beginnings and helping build a foundation of safety and care for the girls it would soon serve. As Security Guard, Delfin is a steady and trusted presence within the home. He upholds a strong sense of responsibility in safeguarding the well-being of every child, ensuring that the environment remains secure, peaceful, and well-managed at all times. His attentiveness, discipline, and commitment to proper documentation and protocols reflect his dedication to excellence in his role. More than his duties, Delfin’s heart for service and devotion to God shape the way he protects and cares for Refuge making him an essential and valued member of the team.
